On 20th December'17 Bihar Vidyapeeth and Madhya Bihar Grameen Bank jointly organised a loan camp where egg entrepreneurs and SHG members were given loans. Dy Chief Minister of Bihar Shri Sushil Modi distributed loan to egg entrepreneurs and SHG members. CEO JEEVIKA Shri Balamurugan D, CGM NABARD Shri S K Majumdar Chairman MBGB Md Naseem Ahmad graced the occasion and shared their views. Bihar Vidyapeeth has set up a centre for incubation and entrepreneurship which aims at providing support to backward and forward linkages to new entrepreneurs. As a first step it has focussed on a campaign called Bihar Egg Sufficiency Campaign where in it is aimed to set up six thousand units of five thousand layer birds farms to make Bihar self reliant in the field off egg production. MBGB has taken upon itself to support the campaign by financing eleven hundred enterprises. Today's event was the inaugural event to sanction the loan to young egg entrepreneurs. On behalf of entrepreneurs I raised some of their concerns
1. The egg farmers have to pay heavy money to get agricultural land converted to commercial land. This is necessary as agricultural land cannot be mortgaged in case one takes loan from bank. It is surprising that in the case of poultry processing conversion is reimbursed by government. But this facility is not available to poultry farmers. How can processing units survive if we don't have production unit.
2. Bihar has formulated Industrial Investment Promotion Policy but despite having Agriculture Road Map it still does not have Agricultural Investment Promotion Policy.
3. Bihar Pollution control Board has made elaborate regulation for poultry farmers. The regulation is applicable to farms of 100 birds. This is totally counterproductive. Central Pollution Control Board has relaxed the norms for farms having less than 1 lakh birds. Bihar has to adopt the norms.
4. There is lot of opportunity for firms dealing with wild animals such as snakes, scorpion, etc. In fact. Venom farming has lot of scope for income generation. But govt of Bihar is yet to start giving licences for such farming.
Our experience has been that people now have money and are ready to invest but due to lack of proper facilitation they are not able to set up an Enterprise. Given proper support they can not only become an employment generator but they can really change the economic scenario of the state. We cannot have big enterprises but we can certainly have small enterprises in large numbers.
